The state is divided into 12
districts, each district has an assigned district emergency coordinator.
Their job is to coordinate and provide assistance in the development of
RACES within the counties located in their district.

Each local emergency management office is responsible for
the development and control of RACES in their jurisdictions. The local
entity should have an appointed RACES officer who is answerable to the
local emergency management coordinator. The local RACES officer develops
communications systems and networks which augment or backup existing
local communications assets.
